IN THE “NETWORK” FOR LIFE Basic CPR and early defibrillation
BLSD courses for non-health workers
The Highly Specialised Rehabilitation Hospital of Motta di Livenza is recognised as a node of the regional single-specialist network (DGRV 2122 of 19 November 2013) within the areas of specialisation, and promotes and creates cardiologic prevention paths.
Within this framework it has become a permanent training centre, accredited based on the D.G.R. of Veneto No. 4282/09,  to provide training courses in the field of BLS-D (BASIC LIFE SUPPORT – DEFIBRILLATION) in accordance with the SUEM of Treviso.
In 2013, the then Minister of Health, Renato Balduzzi, in conjunction with the Minister of Sport, Piero Gnudi, signed the ministerial decree “Rules on the issue of certificates for non-competitive and amateur sporting activities and guidelines on the equipment and use of semiautomatic defibrillators and other life-saving devices.” This decree complements a major awareness campaign aimed at increasing the spread of defibrillators in the territory, and has generated significant demand for training on the use of these tools.
Data shows that by intervening effectively within the first five minutes of a cardio-circulatory arrest (via CRP and the use of defibrillators) can increase the chance of survival by 50%. Most of the episodes occur in the presence of someone who could intervene if properly trained and prepared on how to handle emergencies and provide first aid. Therefore, basic lifesaving skills become the most important first aid response, pending the arrival of rescuers.
To respond to a growing awareness on the part of citizens and those who have to manage and coordinate sporting or public events, the ORAS has launched an important initiative to develop the skills necessary for cardiac arrest management in collaboration with major institutional bodies (Associazione Amici del Cuore, Associazione Lepido Rocco, Municipalities of Motta di Livenza and Meduna di Livenza).
This synergistic collaboration is deeply rooted in the territory and it enhances the different skills, the role of the Hospital of Motta and its highly qualified teaching staff. It also hopes to be an important initiative for citizens that, in addition to the creation of specific training courses, is designed to promote a widespread culture linked to emergency interventions and mutual support and to the establishment of an active network of local entities that combine skills, responsibilities and participation.

COURSE DURATION: 5 hours

CONTENTS and TEACHING METHODOLOGY
  1.  Meaning and application of BLS, causes and warning signs of cardiac arrest and respiratory arrest, illustration of the survival chain, phases of BLS, ABCs of first aid – Lesson integrated with flashes of stimulus.
  2. Specific manoeuvres of BLS – Teachers perform resuscitation directly on the mannequin while participants observe.
  3. Airway obstruction: causes and treatment – Teachers demonstrate the two different types of manoeuvres to unblock airways:
    • with conscious patient, demonstrating the technique between them;
    • with unconscious patient, directly on the mannequin.
  4. Direct execution of BLS-D – Participants, first individually and then in couples, perform the various stages of resuscitation learned in the first part of the course.
  5. Use and management of the defibrillator, use of the defibrillator in case of cardiac arrest, cardiopulmonary resuscitation and early defibrillation – Teachers demonstrate the complete sequence of BLSD, while participants observe, in the two different situations:
    • cardiac arrest < five minutes;
    • cardiac arrest > five minutes.
  6. Practical demonstration of cardiopulmonary resuscitation and early defibrillation – Simulation of emergency scenarios where participants perform and manage (directly on the mannequin) cardiopulmonary resuscitation and early defibrillation.
  7. Assessment questionnaire and end of session – Completion of the questionnaire and guided debate between expert and/or participants.

The Highly Specialised Rehabilitation Hospital of Motta di Livenza was born in January 2004 by transforming the former hospital into an excellent rehabilitation hospital as part of an experimental project for the Veneto Region to provide better health care services. The hospital is a mixed public-private company (ULSS 9 Treviso, U.L.S.S. of Abano Terme and the Municipality of Motta di Livenza) recognised by the NHS and with the same purposes of a public facility.
The rehabilitation hospital has always focused on providing on-going care and has strong ties with the local community. In 2007, this commitment was also expressed through the formal recognition and subsequent constitution of the Interhospital Rehabilitation Department with the Healthcare Facility 9 of Treviso.
The hospital, recognised in 2013 as a node of the regional single-specialist network, provides day-hospital and outpatient treatment to patients in need of rehabilitation for disabilities of various origins, whether temporary or permanent. It provides services to patients with complex clinical and assistance needs from the vast area of the Veneto Region. The experience gained in recent years by a multi-professional and multidisciplinary rehabilitation team has led to the implementation of well-constructed and effective rehabilitation programs that differ based on the pathology, clinical stability and needs of the patient, and also to the high-quality management of frail patients with complex illnesses.
In particular, the hospital’s Rehabilitation and Preventive Cardiology Operative Unit operates as an ordinary hospital and treats patients who have recently undergone heart surgery (4-5 days after heart surgery) and patients with disabling diseases of a cardiac, pulmonary and angiology origin.
The Physical Rehabilitation Medicine and Severe Brain and Spine Injuries Unit, and the Physical Medicine and Functional Recovery Unit offer rehabilitation activities in an inpatient, day-hospital and outpatient setting to people with temporary or permanent disabilities, and those suffering from physical and cognitive impairments caused by different causes (musculoskeletal, neurological and visceral diseases). The Physical Rehabilitation Medicine and Severe Brain and Spinal Injuries Units include a highly specialised rehabilitation module for severe acquired brain injuries (head trauma, severe brain bleeding and cerebral anoxia) and for spinal injuries.
 
A Polyclinic provides specialised multidisciplinary services to patients admitted to the different operative units, and to patients coming from the territory of Motta di Livenza, the province of Treviso and neighbouring provinces, all within a perspective of “global patient care.”
The outpatient clinic provides all the major specialist services, particularly ultrasound (sonography) imaging diagnostics.
 
Among the services available for a fee are the personalised check-up programs, developed to provide responses that are more and more suited to the needs of people who want to check their health and identify their risk factors.
The check-ups are targeted to examine individuals according to age, sex and, after a careful examination by the doctor, to their family and personal characteristics.
